What Is A Traffic Management Plan And How To Get One?

 

A Traffic Management Plan (TMP) is a document you must submit to a council for review if you are planning works on a road, street, lane or footpath within NSW and that takes into account all road users.

Traffic Management aims at maximising safety and performance by managing the road network and its users. Managing traffic includes for instance temporary changes to traffic conditions, road and footpath closures and traffic detours.

It is essential for all works that are carried out on roads and/or footpaths to comply with Section 138 of the Roads Act to obtain the relevant permits and licences to carry out works. What does a traffic management plan tell you?

 

A traffic management plan (TMP) details how the risks associated with plant and vehicle traffic are being managed in a workplace.

For major developments, the Council requires a Construction Traffic Management Plan (CTMP).

The CTMP includes:
– route of trucks accessing and leaving the site
– consideration of all other road users, including motor vehicles, public transport, pedestrians, cyclists
– frequency and duration of any proposed road or footpath closures
– third party approvals such as public transports
– the method of communication or notification to surrounding properties and major stakeholders
– the scheduled commencement date and the length of the project and a description and sub-plans for each stage of the works with timelines (scheduled dates)
– indication of occupancy of kerbside space not in front of the construction site




What is the difference between a TMP and a TGS?

 

A Traffic Guidance Scheme (formerly traffic control plan) is a drawing of the layout of temporary road signs and devices used to manage traffic at a worksite. It shows the location of signage and devices, pavement markings, barriers, arrow boards and/or variable message signage, and roadwork speed zones.

A good traffic guidance scheme allows the contractor to work within the public right of way efficiently and effectively while maintaining a safe, uniform flow of traffic.

More detailed than a TGS, a TMP details how your project will manage the risks associated with plant and vehicle traffic and is specific to your site, activity and traffic environment. It may include a number of traffic guidance schemes from the worksite in addition to other documents like risk assessments and traffic volumes from the site.

A TMP should include details of:
– the desired flow of pedestrian and vehicle movements
– the expected frequency of interaction of vehicles and pedestrians
– illustrations of the layout of barriers, walkways, signs and general arrangements to warn and guide traffic around, past, or through a work site or temporary hazard, and
– how short term mobile work and complex traffic situations will be managed
